A person can be criminally charged with a crime and end up in prison if they solicit a crime even if one has not been committed. It is about the intent.

Obviously, individuals who solicit crimes may be indicted if a crime has been committed.

Read the elements of the crime of solicitation.

As such, it is reasonable to assume if something terrible happens to a plaintiff(s) and/or witnesses in court cases, the defendants and their followers would be on top of the list of suspects.
